As far as I know, you don’t. For me to open my account, I needed to provide ID to show I lived in Japan, plus my passport, probably to show how long I was planning on staying. Japanese banks only pay about 0.3% interest on their accounts anyways. If you don’t live here, why would you want one?

The answer to any question about banks in japan is ‘you can’t’. Always.
