I had already tried to ask my bank but unfortunately, I have no dollar account. The bank requires minimum of six months active dollar account to process it.

Visit the bank, paperwork & they will give you the bank draft in S$ by you paying Peso plus bank charges
go to any bank there in the Philippines,they’ll tell you what to do.
